Sosyal G\u00fcvenlik Kurumu kapsam\u0131ndaki emeklilik, sigortal\u0131 \u00e7al\u0131\u015fan\u0131n ilerleyen ya\u015f\u0131n\u0131n ard\u0131ndan finansal yeterlili\u011fe sahip olmas\u0131n\u0131 ama\u00e7lar. Ba\u011f-Kur emeklili\u011fi ise serbest meslek erbab\u0131 gibi kendi i\u015fini yapan \u00e7al\u0131\u015fanlar\u0131n ya\u015fl\u0131l\u0131k d\u00f6neminde ayl\u0131k almas\u0131n\u0131 sa\u011flar. Ba\u011f-Kur\u2019lular kendi primlerini yat\u0131r\u0131rken SGK\u2019l\u0131lar\u0131n \u00f6demeleri i\u015fverenleri taraf\u0131ndan yap\u0131l\u0131r. \u00c7al\u0131\u015fanlar\u0131n hangi kapsamda emekli oldu\u011fu maa\u015flar\u0131, ya\u015f \u015fart\u0131 ve prim g\u00fcn say\u0131s\u0131 gibi hususlarda belirleyicidir.\\n\\nAvrupa\u2019da \u00fclkelere g\u00f6re emeklilik ya\u015f\u0131 ve \u015fartlar\u0131 birbirinden ayr\u0131l\u0131yor. Avrupa\u2019daki emeklilik sistemi incelendi\u011finde da\u011f\u0131t\u0131m ve fonlama olmak \u00fczere iki ayr\u0131 sistem \u00f6n plana \u00e7\u0131kar. Da\u011f\u0131t\u0131m bir di\u011fer ifadeyle PAY-GO (pay-as-you-go), aktif \u00e7al\u0131\u015fanlar\u0131n maa\u015flar\u0131ndan kesilen primlerle emeklilerin sosyal g\u00fcvenlik harcamalar\u0131n\u0131n \u00f6dendi\u011fi sisteme verilen isimdir. Yani bu modelde sigortal\u0131 \u00e7al\u0131\u015fanlar, \u00f6dedikleri primlerle emeklilerin maa\u015flar\u0131n\u0131 kar\u015f\u0131lar. PAY-GO sisteminde \u00fclkelerdeki emeklilik sisteminin ku\u015faklar aras\u0131nda devaml\u0131l\u0131\u011f\u0131 hedeflenir.\\n\\nFonlama modelinde ise \u00e7al\u0131\u015fanlar, t\u0131pk\u0131 T\u00fcrkiye\u2019de uygulanan bireysel emeklilik sistemi gibi birikimlerinden yararlan\u0131r. \u00d6zetle bireysel emeklilik, \u00e7al\u0131\u015ft\u0131\u011f\u0131n s\u00fcre boyunca bir nevi gelece\u011fe yat\u0131r\u0131m yapman\u0131 ve devlet katk\u0131s\u0131ndan yararlanman\u0131 sa\u011flayan sistemdir. Burada d\u00fczenli olarak biriken fon, emeklilik d\u00f6neminde ya\u015fam standartlar\u0131n\u0131 koruyabilmen i\u00e7in \u00f6nemlidir. Fonlama modelinde de bireysel tasarruflar emeklilik d\u00f6nemine kadar birikmeye devam eder. B\u00f6ylece emeklilerin ya\u015fl\u0131l\u0131k d\u00f6neminde refah seviyesini korumas\u0131 da m\u00fcmk\u00fcn h\u00e2le gelir. Emekli olmak i\u00e7in gereken ya\u015f ve \u015fartlar da Avrupa \u00fclkeleri aras\u0131nda de\u011fi\u015fiyor.\\n\\n&nbsp;\\n\\n<img class='size-full wp-image-2913 aligncenter' src='https:\/\/www.cigdemguven.com\/medias\/2023\/01\/eyt-grafik.jpg' alt='' width='847' height='auto'>\\n\\nEmeklilikte ya\u015fa tak\u0131lanlar i\u00e7in yap\u0131lan d\u00fczenlemenin teknik ve mali \u00e7al\u0131\u015fmalar\u0131 tamamland\u0131. \u2018Ya\u015f \u015eart\u0131\u2019n\u0131 tamamen kald\u0131ran ve 1999 d\u00fczenlemesi \u00f6ncesi haklar\u0131 sigortaya ba\u011flayacak form\u00fcl \u00fczerinde yo\u011funla\u015farak \u00e7\u00f6z\u00fcm rotas\u0131 \u00e7izildi. Buna g\u00f6re EYT\u2019ye tabii olacak olanlar prim ve sigortal\u0131l\u0131k s\u00fcresini doldurdu\u011fu anda emeklilik hakk\u0131 elde edecek.\\n\\nSGK verilerine g\u00f6re 2012 y\u0131l\u0131nda 4\/a ve 4\/b kapsam\u0131ndaki emekli say\u0131s\u0131 7 milyon 891 bin idi. Bu say\u0131 May\u0131s 2022 itibariyle 10 milyon 780 bine y\u00fckseldi. Bu veriler son 10 y\u0131lda emekli say\u0131s\u0131n\u0131n y\u00fczde 37 artt\u0131\u011f\u0131n\u0131 g\u00f6steriyor. OECD \u00fclkelerinde 2008-2018 aras\u0131nda emekli say\u0131s\u0131 ortalama y\u00fczde 20 y\u00fckselmi\u015fti.\\n\\nSosyal G\u00fcvenlik Kurumu (SGK) verilerine g\u00f6re May\u0131s 2022 itibariyle SGK\u2019ya kay\u0131tl\u0131 kay\u0131tl\u0131 4\/a (SSK) kapsam\u0131nda 16 milyon 688 bin, 4\/b (Ba\u011f-Kur) kapsam\u0131nda 3 milyon 57 bin sigortal\u0131 bulunuyor. Toplam say\u0131 ise 19 milyon 744 bin 228. Ayn\u0131 kapsamdaki emekli say\u0131s\u0131 ise 10 milyon 780 bin 321.\\n\\nS\u00fcrd\u00fcr\u00fclebilir sosyal g\u00fcvenlik sistemi i\u00e7in ideal aktif \/ pasif sigortal\u0131 oran\u0131n\u0131n 4 olmas\u0131 gerekiyor. Yani 1 emekliye kar\u015f\u0131l\u0131k 4 aktif sigortal\u0131 \u00e7al\u0131\u015fan olmal\u0131. T\u00fcrkiye\u2019de bu oran halen ikinin alt\u0131nda; 4\/a ve 4\/b kay\u0131tlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda bu oran 1,83. Bu \u015fu demek: 20 \u00e7al\u0131\u015fana kar\u015f\u0131n 11 ki\u015fi emekli maa\u015f\u0131 al\u0131yor. EYT d\u00fczenlemesinin bu dengeyi daha da bozmas\u0131 bekleniyor.\\n\\nEmeklilikte Ya\u015fa Tak\u0131lanlar (EYT) ile ilgili d\u00fczenlemede ya\u015f s\u0131n\u0131r\u0131n\u0131n olmayaca\u011f\u0131n\u0131n a\u00e7\u0131klanmas\u0131 ile ilk etapta yakla\u015f\u0131k 2,5 milyon ki\u015finin emekli olmas\u0131 bekleniyor.\\n\\n8 Eyl\u00fcl 1999 \u00f6ncesi sigorta giri\u015fi olanlar EYT kapsam\u0131na giriyor. Bu tarihten sonra hizmet ba\u015flang\u0131c\u0131 olanlar ise d\u00fczenlemeden yararlanamayacak.\\n\\n8 Eyl\u00fcl 1999 \u00f6ncesi i\u015fe giri\u015fi olanlardan kad\u0131nlar i\u00e7in 5 bin prim g\u00fcn\u00fc ve 20 y\u0131l sigortal\u0131l\u0131k s\u00fcresi, erkekler i\u00e7in 5 bin prim g\u00fcn\u00fc ve 25 y\u0131l sigortal\u0131l\u0131k s\u00fcresi gerekiyor. Prim ve sigortal\u0131l\u0131k s\u00fcresi \u015fartlar\u0131n\u0131 kar\u015f\u0131layanlar ya\u015fa bak\u0131lmadan emeklilik hakk\u0131 kazanacak. Prim g\u00fcn\u00fc dolmayan kad\u0131nlar do\u011fum bor\u00e7lanmas\u0131, erkekler de askerlik bor\u00e7lanmas\u0131 yapabiliyor. Bu sayede eksik g\u00fcnler tamamlanabiliyor.\\n\\n<strong>Askerlik bor\u00e7lanmas\u0131;<\/strong>\\n\\n\u00bb 360 g\u00fcn (12 ay) askerlik bor\u00e7lanmas\u0131 bedeli \u015fu an en az 24 bin 848 TL.\\n\u00bb 450 g\u00fcn (15 ay) askerlik bor\u00e7lanmas\u0131 bedeli \u015fu an en az 31 bin 60 TL.\\n\u00bb 540 g\u00fcn (18 ay) askerlik bor\u00e7lanmas\u0131 bedeli \u015fu an en az 37 bin 272 TL.\\n\\n<strong>Do\u011fum bor\u00e7lanmas\u0131;<\/strong>\\n\\n\u00bb 1 \u00e7ocuk i\u00e7in 720 g\u00fcn (2 y\u0131l) do\u011fum bor\u00e7lanmas\u0131 bedeli \u015fu an en az 49 bin 697 TL.\\n\u00bb 2 \u00e7ocuk i\u00e7in 1.440 g\u00fcn (4 y\u0131l) do\u011fum bor\u00e7lanmas\u0131 bedeli \u015fu an en az 99 bin 394 TL.\\n\u00bb 3 \u00e7ocuk i\u00e7in 2.160 g\u00fcn (6 y\u0131l) do\u011fum bor\u00e7lanmas\u0131 bedeli \u015fu an en az 149 bin 91 TL.\\n\\n<strong>EYT maa\u015f hesab\u0131nda da 3 d\u00f6nem dikkate al\u0131nacak;<\/strong>\\n1999 y\u0131l\u0131 \u00f6ncesi\\n\\n1999 y\u0131l\u0131 &#8211; 2008 aras\u0131\\n\\n2008&#8217;den sonraki d\u00f6nem olmak \u00fczere 3 ayr\u0131 hesaplama s\u00f6z konusu olacak.\\n\\nBu belirtilen 3 d\u00f6nemdeki hesaplar yap\u0131larak birle\u015ftirilip emekli maa\u015f\u0131n\u0131n toplam\u0131 ortaya \u00e7\u0131kacak.\\n\u00bb Ki\u015filerin \u00e7al\u0131\u015ft\u0131klar\u0131 y\u0131llar\\n\u00bb Ayl\u0131k kazan\u00e7lar\u0131, \u00e7al\u0131\u015fma s\u00fcreleri\\n\u00bb Ya\u015f beklerken \u00f6denen fazla primler\\n\u00bb \u0130\u015fe ara verip vermemi\u015f olmalar\u0131\\n\\nBelirtilen durumlarda emekli maa\u015f\u0131 hesaplan\u0131rken \u00f6denecek tutar\u0131 belirlemede etkili olacak. Maa\u015f hesaplan\u0131rken ilk olarak 1999 \u00f6ncesindeki kazan\u00e7lar ve g\u00fcnler dikkate al\u0131narak ayl\u0131k ba\u011flama oran\u0131 ile \u00e7arp\u0131lacak. Burada hesaplanan say\u0131 ise bug\u00fcne g\u00fcncellenecek. Daha sonra ise 1999-2008 aras\u0131ndaki d\u00f6nemde kazan\u00e7lar ve g\u00fcnler yine ayl\u0131k ba\u011flama oran\u0131 ile ve yeni g\u00fcncelleme katsay\u0131lar\u0131 ile hesaplanacak.\\n\\nBu noktada da b\u00fcy\u00fcme oranlar\u0131 devreye giriyor. 2008 sonras\u0131 i\u00e7in yine farkl\u0131 bir ayl\u0131k ba\u011flama oran\u0131 ile b\u00fcy\u00fcme h\u0131z\u0131n\u0131n %30\u2019u al\u0131nacak. \u00d6nceki y\u0131l\u0131n enflasyon oran\u0131 da maa\u015f hesaplamas\u0131nda da g\u00fcncellemesinde de kullan\u0131lacak. B\u00f6ylece bu 3 hesab\u0131n toplanarak hesaplanmas\u0131 da emekli maa\u015f\u0131n\u0131 olu\u015fturacak.\\n\\nEYT\u2019ye tabii olanlar da b\u00fct\u00fcn emeklili\u011fe hak kazanm\u0131\u015flar gibi prim g\u00fcn say\u0131s\u0131n\u0131n \u00e7ok olmas\u0131na de\u011fil SGK\u2019ya bildirilen prime esas kazan\u00e7lara g\u00f6re maa\u015f alacak. \u00dc\u00e7 ayr\u0131 hesaplama yap\u0131ld\u0131\u011f\u0131 i\u00e7in t\u00fcm kazan\u00e7lar ve de\u011ferleri \u00f6nem kazan\u0131yor. Sadece son y\u0131llar de\u011fil en ba\u015f\u0131ndan itibari b\u00fct\u00fcn al\u0131nan de\u011ferler ve kazan\u00e7lar etkili oluyor.\\n\\nEn d\u00fc\u015f\u00fck emekli maa\u015f\u0131 Temmuz d\u00f6neminde 3.500 TL&#8217;ye asgari \u00fccret ise 5.500 TL&#8217;ye y\u00fckseldi. Birisi \u00e7al\u0131\u015fan birisi de emeklinin taban ayl\u0131\u011f\u0131. \u0130kisinin birbirine oranlad\u0131\u011f\u0131m\u0131zda en d\u00fc\u015f\u00fck emekli maa\u015f\u0131 asgari \u00fccret y\u00fczde 63,63&#8217;\u00fc kadar oldu\u011fu g\u00f6ze \u00e7arp\u0131yor. 2023 y\u0131l\u0131nda asgari \u00fccret 8.500 TL olarak belirlendi. Buna g\u00f6re ayn\u0131 oran\u0131n korunmas\u0131 durumunda en d\u00fc\u015f\u00fck emekli maa\u015f\u0131 5.409 TL olmas\u0131 bekleniyor.\\n\\nEmekli maa\u015flar\u0131 i\u00e7in s\u00fcre\u00e7 hak sahibinin ba\u015fvuru tarihi itibariyle ba\u015fl\u0131yor. Ancak emekli maa\u015f\u0131 hesaplamas\u0131 dilek\u00e7enin verildi\u011fi aydan sonraki ayba\u015f\u0131ndan itibaren yap\u0131l\u0131yor. EYT yasas\u0131n\u0131n 15 Ocak 2023&#8217;te yasala\u015ft\u0131\u011f\u0131n\u0131 varsayarsak, emekli olmak i\u00e7in ba\u015fvuran bir EYT&#8217;linin maa\u015f hesaplamas\u0131 sonraki ayba\u015f\u0131ndan yani 1 \u015eubat&#8217;tan itibaren yap\u0131lacak. Bu tarihten itibaren maa\u015f ba\u011flanana kadar da biriken tutar s\u00fcre\u00e7 tamamlan\u0131nca emeklinin banka hesab\u0131na yatacak.\\n\\nEYT d\u00fczenlemesinin yasala\u015fmas\u0131 sonras\u0131nda gerekli sigortal\u0131l\u0131k ve prim ko\u015fullar\u0131n\u0131 yerine getiren ki\u015filer, emekli olmak isterlerse \u201cemeklilik sebebiyle istifa\u201d etmeleri gerekebilir. \u0130\u015fyeri de i\u015ften \u00e7\u0131k\u0131\u015f\u0131 \u201cemeklilik sebebiyle istifa\u201d kodundan SGK\u2019ya bildirebilir.\\n\\nEmeklilik i\u00e7in i\u015f\u00e7inin istifas\u0131 durumunda i\u015f\u00e7i ile i\u015fveren aras\u0131ndaki \u00f6zel hukuk ili\u015fkisi biter. Bu durumda i\u015fveren ile \u00e7al\u0131\u015fan\/emekli aras\u0131nda ki anla\u015fmaya ve de\u011ferlendirmeye g\u00f6re i\u015fveren tekrardan i\u015fe alabilir, \u00e7al\u0131\u015fmaya devam edilebilir.\\n\\nSonu\u00e7 olarak bahsi ge\u00e7en EYT d\u00fczenlemesinin Ocak 2023\u2019te Mecliste g\u00f6r\u00fc\u015f\u00fclerek yasala\u015fmas\u0131 beklenmektedir. T\u00fcrkiye gibi geli\u015fmekte olan \u00fclkelerin yan\u0131 s\u0131ra geli\u015fmi\u015f \u00fclkelerde de \u00f6nemli bir konu olan emeklilik ve \u00e7al\u0131\u015fan n\u00fcfus oran\u0131, g\u00fcnden g\u00fcne demografik, sosyolojik ve hatta psikolojik etmenler ile de\u011fi\u015fime u\u011framaktad\u0131r. Aktif sigortal\u0131 ile pasif sigortal\u0131 n\u00fcfus aras\u0131ndaki dengeyi kurmak ve bunu istikrarl\u0131 \u015fekilde s\u00fcrd\u00fcrmek ekonomik etkiler i\u00e7in son derece \u00f6nemlidir.
