d\u00fczeyiyle olduk\u00e7a yak\u0131ndan ili\u015fkilidir. Kad\u0131nlar\u0131n politik, ekonomik ve sosyal haklar a\u00e7\u0131s\u0131ndan g\u00fc\u00e7lenmeleri ve bu yolla etki alanlar\u0131n\u0131n geni\u015flemesi, daha istikrarl\u0131 ve adil toplumlar\u0131n olu\u015fmas\u0131na, ya\u015fam kalitesinin y\u00fckselmesine ciddi katk\u0131 sa\u011flamaktad\u0131r.\\n\\nKad\u0131n\u0131n ekonomik ve politik arenada ne kadar etkin yer ald\u0131\u011f\u0131n\u0131 anlamak i\u00e7in World Economic Forum taraf\u0131ndan haz\u0131rlanan \u201c<strong>K\u00fcresel Cinsiyet U\u00e7urumu Raporu<\/strong>\u201d (Global Gender Gap) \u00e7ok de\u011ferli bir kaynakt\u0131r.\\n\\n&nbsp;\\n\\n<strong>K\u00fcresel Cinsiyet U\u00e7urumu Raporu Sonu\u00e7lar\u0131<\/strong>\\n\\n2006\u2019den beri her y\u0131l y\u00fczden fazla \u00fclkede istihdam oranlar\u0131n\u0131 inceleyerek haz\u0131rlanan rapor, kaynak ve f\u0131rsatlara eri\u015fimde cinsiyete dayal\u0131 farkl\u0131la\u015fmalar\u0131 \u00f6l\u00e7meye \u00e7al\u0131\u015fmaktad\u0131r.\\n\\nBu raporda, cinsiyetler d\u00f6rt ana boyut a\u00e7\u0131s\u0131ndan incelenir. Bu boyutlar, \u201cEkonomiye Kat\u0131l\u0131m ve F\u0131rsat\u201d, \u201cE\u011fitim Kazan\u0131m\u0131\u201d , \u201cSa\u011fl\u0131k ve Hayatta Kalma\u201d ve \u201cSiyasi G\u00fc\u00e7lenme\u201d dir.\\n\\n2022 verilerine g\u00f6re k\u00fcresel u\u00e7urum %68,1 oran\u0131nda kapanm\u0131\u015f durumdad\u0131r. Ba\u015fka bir deyi\u015fle u\u00e7urumun mevcut \u015fartlarla tamamen kapanmas\u0131 i\u00e7in 132 y\u0131l gerekmektedir. Pandemi \u00f6ncesi d\u00f6nemde bu s\u00fcre 100 y\u0131l olarak hesaplanm\u0131\u015ft\u0131r (2020).\\n\\nRapora g\u00f6re d\u00fcnya s\u0131ralamas\u0131nda cinsiyetler aras\u0131 u\u00e7urumun en az oldu\u011fu \u00fclke \u0130zlanda\u2019d\u0131r. Ara\u015ft\u0131rmaya dahil olan 146 \u00fclke aras\u0131nda T\u00fcrkiye 124. s\u0131rada yer almaktad\u0131r. \u201cEkonomiye Kat\u0131l\u0131m ve F\u0131rsat\u201d boyutu \u00f6zelinde bak\u0131ld\u0131\u011f\u0131nda ise \u00fclkemiz 134. s\u0131radad\u0131r.\\n\\n&nbsp;\\n\\n<strong>T\u00fcrkiye\u2019de Kad\u0131n \u0130stihdam\u0131<\/strong>\\n\\n\u0130yi bir i\u015f bulabilmek i\u00e7in iyi bir e\u011fitime ve donan\u0131ma sahip olmak en \u00f6nemli fakt\u00f6rler aras\u0131nda yer almaktad\u0131r. Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda T\u00fcrkiye, cinsiyetlerin e\u011fitim olanaklar\u0131na e\u015fit eri\u015fimi a\u00e7\u0131s\u0131ndan g\u00f6rece iyi durumdaki \u00fclkeler aras\u0131ndad\u0131r. Ancak \u00fclkemizdeki istihdam\u0131n ve g\u00f6n\u00fcll\u00fc\/g\u00f6n\u00fcls\u00fcz i\u015fsizli\u011fin da\u011f\u0131l\u0131m\u0131na g\u00f6z at\u0131ld\u0131\u011f\u0131nda, da\u011f\u0131l\u0131m\u0131nda cinsiyete ba\u011fl\u0131 e\u015fitsizlikler oldu\u011fu ve kad\u0131nlar\u0131n belli alanlarda olduk\u00e7a dezavantajl\u0131 oldu\u011fu g\u00f6r\u00fclmektedir.\\n\\nT\u00dc\u0130K verilerine g\u00f6re, 2022 ikinci \u00e7eyrek sonu itibariyle T\u00fcrkiye\u2019deki istihdam 30,7 milyondur ve bunun 9,9 milyonu kad\u0131nd\u0131r. \u0130stihdam edilen kad\u0131nlar\u0131n sekt\u00f6r da\u011f\u0131l\u0131m\u0131na bak\u0131ld\u0131\u011f\u0131nda, %60 oranla hizmet sekt\u00f6r\u00fc ilk s\u0131rada yer al\u0131rken, %21 oranla tar\u0131m sekt\u00f6r\u00fc ikinci s\u0131rada yer almaktad\u0131r.\\n\\n&nbsp;\\n\\n<strong>Tablo 1<\/strong>\\n\\n<img class='alignnone size-full wp-image-2507' src='https:\/\/www.cigdemguven.com\/medias\/2022\/08\/cigdem-guvenkadin-istihdami-tablo1.png' alt='' width='618' height='146'>\\n\\nG\u00fcndelik ev i\u015fleri ve \u00e7ocuklar\u0131n bak\u0131m\u0131, hanede \u00f6zellikle kad\u0131nlar\u0131n ya\u015fam\u0131 \u015fekillendiren \u00f6nemli unsurlar aras\u0131nda yer almaya devam etmektedir. \u201c\u0130\u015fg\u00fcc\u00fcne dahil olmayan\u201d toplam 30 milyon ki\u015finin 21 milyonu kad\u0131nd\u0131r ve bu kad\u0131nlar\u0131n 10 milyonu \u201cev i\u015fleriyle\u201d me\u015fgul olduklar\u0131 i\u00e7in i\u015fg\u00fcc\u00fcne dahil olmad\u0131klar\u0131n\u0131 belirtmi\u015flerdir.\\n\\n&nbsp;\\n\\n<strong>Tablo 2<\/strong>\\n\\n\u0130\u015fsizlik verilerine g\u00f6re, 2022 2.\u00e7eyrek itibariyle kad\u0131nlardaki i\u015fsizlik oran\u0131 %12,8, i\u015fsiz kad\u0131n adedi ise 1,4 milyondur. \u0130\u015fsizlik oranlar\u0131na e\u011fitim durumlar\u0131n g\u00f6re bak\u0131ld\u0131\u011f\u0131nda ise, y\u00fcksek \u00f6\u011fretim kurumlar\u0131ndan mezun olan kad\u0131nlardaki i\u015fsizlik oran\u0131 %14 ile genel ortalaman\u0131n \u00fczerinde seyretmektedir.\\n\\n<img class='alignnone size-full wp-image-2510' src='https:\/\/www.cigdemguven.com\/medias\/2022\/08\/cigdem-guvenkadin-istihdami-tablo2.png' alt='' width='570' height='282'>\\n\\n<strong>Tablo 3:<\/strong>\\n\\n<strong> <img class='alignnone size-full wp-image-2513' src='https:\/\/www.cigdemguven.com\/medias\/2022\/08\/cigdem-guvenkadin-istihdami-tablo3.png' alt='' width='407' height='232'><\/strong>\\n\\n&nbsp;\\n\\n<strong>Kad\u0131n \u0130stihdam\u0131n\u0131n \u00c7al\u0131\u015fma Hayat\u0131na Pozitif Etkileri<\/strong>\\n\\nUluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc (ILO)\u2019nun \u201c<strong>\u0130\u015f ve Y\u00f6netimde Kad\u0131nlar: De\u011fi\u015fim i\u00e7in Gerek\u00e7eler\u201d<\/strong> ba\u015fl\u0131kl\u0131 raporu, 2019\u2019da 70 \u00fclkeden 13 bin i\u015fletmeye ili\u015fkin verilerin analiz edilmesiyle olu\u015fturulmu\u015f son derece kapsaml\u0131 bir kaynakt\u0131r.\\n\\nRapora g\u00f6re; y\u00f6netimlerinde toplumsal cinsiyet \u00e7e\u015fitlili\u011fini izleyen \u015firketlerin d\u00f6rtte \u00fc\u00e7\u00fc %5 ila %20 aras\u0131nda k\u00e2r art\u0131\u015f\u0131 elde etti\u011fini belirtmektedir. Ayr\u0131ca y\u00f6netim kurullar\u0131nda kad\u0131n \u00fcye say\u0131s\u0131 artt\u0131k\u00e7a \u015firketlerin i\u015f \u00e7\u0131kt\u0131lar\u0131n\u0131n %20 oran\u0131nda iyile\u015fti\u011fi g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.\\n\\n\u00d6zl\u00fck haklar\u0131 ve \u015firket politikalar\u0131 a\u00e7\u0131s\u0131ndan da kad\u0131nlar\u0131n erkeklere e\u015fit seviyelere ula\u015ft\u0131\u011f\u0131 firmalarda verim %62\u2019ye varan oranlarda artabilmektedir. Ankete kat\u0131lanlar\u0131n %54\u2019\u00fc, kad\u0131nlar\u0131n y\u00f6netimde erkeklerle e\u015fit haklara sahip olmas\u0131n\u0131n \u015firketin rep\u00fctasyonuna katk\u0131 sa\u011flayaca\u011f\u0131 belirtmi\u015flerdir.\\n\\nRapordaki di\u011fer \u00f6nemi bulgular\u0131 \u00f6rneklemek gerekirse, \u015firket i\u00e7inde kad\u0131n istihdam\u0131n\u0131n artmas\u0131yla beraber yetenekli \u00e7al\u0131\u015fanlar\u0131 elde tutma olas\u0131l\u0131\u011f\u0131 %59,7 artmaktad\u0131r. Kad\u0131nlara has hassasiyetler sayesinde, \u015firketlerin t\u00fcketici ihtiyac\u0131n\u0131 daha net analiz edebilme olas\u0131l\u0131\u011f\u0131 da rapora g\u00f6re %37,9 oran\u0131nda artmaktad\u0131r.\\n\\nKad\u0131n istihdam\u0131n\u0131n art\u0131r\u0131lmas\u0131n\u0131n, ekonomiye direkt katk\u0131lar\u0131n\u0131n yan\u0131nda, dolayl\u0131 olarak geli\u015fimini tetikleyece\u011fi bir dizi alanda da bulunmaktad\u0131r. Bunlardan birisi, ev d\u00fczenindeki rutin i\u015flerin daha k\u0131sa s\u00fcrede yap\u0131labilmesine olanak sa\u011flayacak ev aletleri ve makineler i\u00e7in olu\u015facak talebin artmas\u0131d\u0131r. Bir di\u011feri de, ev i\u015flerine destek ve \u00e7ocuk bak\u0131m\u0131 gibi hizmet ihtiya\u00e7lar\u0131n\u0131n daha yo\u011fun talep edilmesi olarak \u00f6rneklenebilir. \u0130\u015f hayat\u0131nda kad\u0131n\u0131n daha aktif rol almas\u0131, etraf\u0131ndaki di\u011fer sekt\u00f6rlerden de daha yo\u011fun hizmet talep etmesine ve ekonominin bir b\u00fct\u00fcn olarak kalk\u0131nmas\u0131na katk\u0131 sa\u011flayacakt\u0131r.\\n\\nEkonomiye dolayl\u0131 bir di\u011fer etki, kad\u0131n istihdam\u0131n\u0131n y\u00fckselmesiyle, devletin e\u011fitim yat\u0131r\u0131mlar\u0131n\u0131n artmas\u0131, g\u00fcnd\u00fcz bak\u0131mevi\/ kre\u015f gibi \u00f6zel ve kamu hizmetlerinin \u00e7e\u015fitlenerek geni\u015flemesi olarak belirtilebilir.\\n\\n&nbsp;\\n\\n<strong>Sonu\u00e7 ve De\u011ferlendirme<\/strong>\\n\\nKad\u0131n istihdam\u0131 g\u00fcn ge\u00e7tik\u00e7e y\u00fckselen bir trendde olsa da halen \u00fclkemizde ve d\u00fcnyada beklenen seviyede de\u011fildir.\\n\\n\u00d6zellikle T\u00fcrkiye\u2019deki veriler incelendi\u011finde gerek bilgi birikim gerek kapasite olarak erkeklerle e\u015fit seviyede de\u011ferlendirebilecek kad\u0131nlar\u0131n istihdam edildikleri sekt\u00f6rler, i\u015f hayat\u0131na kat\u0131lmama tercihleri, istihdam edildikleri yerlerdeki stat\u00fcleri cinsiyet\u00e7i rollerden bir\u00e7ok farkl\u0131 a\u00e7\u0131dan etkileniyor gibi g\u00f6r\u00fcnmektedir.\\n\\nKad\u0131nlar\u0131n istihdama daha fazla kat\u0131l\u0131m\u0131, toplam \u00fcretimi ve kaliteyi art\u0131raca\u011f\u0131 i\u00e7in, istikrarl\u0131 ekonomik geli\u015fim i\u00e7in her d\u00f6nemde te\u015fvik edilmelidir. Ev i\u015flerinin ve \u00e7ocuk bak\u0131m\u0131na ili\u015fkin sorumluluklar\u0131n cinsiyetler aras\u0131nda m\u00fcmk\u00fcn oldu\u011fu kadar e\u015fit payla\u015f\u0131m\u0131, kad\u0131nlar\u0131n i\u015f hayat\u0131na daha aktif kat\u0131l\u0131m\u0131 i\u00e7in son derece \u00f6nemlidir.\\n\\nS\u00fcrd\u00fcr\u00fclebilir b\u00fcy\u00fcme i\u00e7in kad\u0131n erkek ayr\u0131m\u0131 yap\u0131lmaks\u0131z\u0131n, ekonomiye katk\u0131 esas al\u0131nmal\u0131d\u0131r.
